Physician Group Incentive Program (PGIP)
Background
In 2004, the Physician Group Incentive Program (PGIP) was established — the Physician Organization Gain Sharing Program, (POGS) began in 2006. Both programs were combined in 2007.
PGIP initially focused on chronic disease management and promoting generic drugs. A reward pool was created which BCBSM allocated 100 percent to PGIP-participating physician organizations. The POGS program provided an opportunity to expand the number of participating physicians, focusing on reducing service category costs.
As of February 2011, these programs included more than 100 groups of physicians across Michigan, with 11,274 primary care physicians and specialists who are members of BCBSM's TRUST PPO and traditional networks and provide care for about 1.8 million members. These participating physicians represent approximately 66 percent of active primary care TRUST physicians (internal medicine, family practice, pediatrics, and general practice) and 15 percent of specialty physicians in the TRUST PPO network.
